On Tuesday, May 13, Barcelona hosted the 1st edition of the Spain Cosmetic Ingredients | Regulatory Summit, a pioneering event in the cosmetic sector co-organized by the AEIC (Spanish Association of Cosmetic Ingredients) and the Beauty Cluster. The conference, held at the BSM Balmes facilities, brought together professionals from the regulatory, technical, R&D and marketing fields to delve into the regulatory challenges affecting cosmetic ingredients at a national and international level.
This first technical-regulatory meeting was attended by high-level experts who, throughout the morning, shared key knowledge structured according to the Working Groups of the EFfCI, the European Federation of Cosmetic Ingredients. The day was led by Victoria Lovelle, from the Beauty Cluster team, and Meltem Kuzu, from the AEIC, who guided attendees through a comprehensive technical program.
The event was sponsored by Provital, Special Chemicals and Thor.
European overview and new regulatory challenges
The opening of the event was given by Andrea Maltagliati (EFfCI), who presented the structure and mission of the European federation, highlighting its role as a representative of more than 150 European producers of cosmetic ingredients before international organizations.
From the RAPS Working Group, María Alonso offered an updated vision on the main regulatory changes in Europe, addressing topics such as the EU CPR, the Cosing database, the Cosmile system, the use of ethanol, nitrosamines and CMR substances, key to compliance in formulation.

Safety, toxicology and microplastics
The intervention of Simone Guffanti, representing the Toxicology group, highlighted the importance of characterizing cosmetic raw materials, focusing on the identification of impurities and traceability according to European and American regulations.
For his part, Jordi Salabert, from Roka Furadada, and member of the Polymers group, addressed the impact of legislation on microplastics, underlining its interrelation with nanomaterials and presenting practical cases that evidence the current challenges for the cosmetic industry.
Natural ingredients and international regulation
The regulation of ingredients of natural origin was the focus of the presentation by Jordi Bosch, from Provital, who explained the effects of regulations such as the Nagoya Protocol, the ISO 16128 and the EUDR, essential to guarantee traceability, safety and sustainability in vegetable and natural sourcing.
Lourdes Mayordomo, also from Provital, offered a complete overview of the regulatory changes in key markets such as the USA (with the entry into force of the MOCRA), China, Canada and Australia, marking the differences with the European context and highlighting the main challenges for ingredient manufacturers.
Good practices and long-term sustainability
The expert Ana Rocamora, from CosmeticsinMind, delved into the GMP (Good Manufacturing Practices), comparing the requirements of the ISO 22716 standard with the EFfCI GMP specific to cosmetic ingredients, emphasizing the safety of raw materials and their correct implementation in the industry.
Meltem Kuzu closed the regulatory block with a presentation focused on the impact of the European Green Deal on the cosmetic industry, highlighting the common goal of moving towards a more sustainable, clean and safe production.
Finally, Andrea Maltagliati presented the newly created Sustainability Working Group of EFfCI, an essential step to define common criteria that align the entire value chain with market expectations and future legislation.
The Spain Cosmetic Ingredients | Regulatory Summit is thus consolidated as a benchmark event for professionals in the sector, offering a space for updating, networking and collaboration essential in a context of regulatory transformation and growing sustainability.
